REVISED plans to expand a glamping site previously rejected over fears of late night “shenanigans” have been submitted.

The proposal to increase the number of shepherd huts and add bell tents in a field between Raglan and Abergavenny, which also houses alpacas, has been rejected twice previously.

Councillors said they feared residents of nearby home, Amberleigh House, could suffer increased noise from the proposed expansion at Swallow’s Nest field, Parc Llettis Road, Hardwick, which would have allowed the site to accommodate up to 28 people at one time.

When Monmouthshire Council planners rejected the application in July 2025, Councillor Dale Rook said: “Tents are naturally not soundproofed, so any shenanigans going on inside will be heard in the wider vicinity.”

That decision was then upheld after applicant Elizabeth Pengelly, of Cwtch Glamping Ltd, unsuccessfully appealed to Planning and Environment Decisions Wales.

Ms Pengelly has now submitted a new application and further revised her plans following advice from council planning officers, which is now for one more shepherd hut in addition to the two on site, which is now recommended for approval by them.

The application also proposes a washroom, which like the huts, is on wheels and portable, meaning the whole development could be removed, and a timber animal shelter.

The latest application proposes moving the parking area closer to the applicant’s home, while a guest policy sets out rules visitors must follow.

Those include quiet hours from 9pm-9am when the use of hot tubs will be banned, no amplified speakers or generators and a last check-in of 10pm.

Other measures include a maximum of two adults per hut and one with room for a child as well, with a maximum of 10 occupants at one time.

Gobian Fawr Community Council has maintained its objections as have Amberleigh House’s owners, who’ve said on “numerous occasions, visitors have knocked on our door late at night seeking directions”.
