The schoolboy injured at Monmouth Leisure Centre on Tuesday (23rd October) was hit by a collapsing internal wall.
The teenager, named as Daniel Morgan, is in a 'critical but stable' condition after being transferred from Abergavenny's Nevill Hall Hospital to the University of Wales Hospital in Cardiff.
He was injured when a 1.8m high partition wall in the male 'dry' changing room collapsed at the leisure centre.
Monmouthshire County Council (MCC) officers and the Health and Safety Executive (HSE) spent yesterday determining the cause of the accident.
"The centre is only 12 years old and was subject to a full structural survey three years ago," said an MCC spokesman.
"It is regularly maintained and we had no concerns about a maintenance backlog or any on-going problems with the centre.
"Following the accident we have conducted a thorough test of the leisure centre and the county's three other leisure facilities.
"No problems have been identified and the type of wall does not appear in any of our other leisure centres.
"Our primary concern continues to be the welfare of Daniel, his family and the young people who witnessed the accident.
"We have offered them full pastoral support which will continue throughout the investigation process and as long as it's needed afterwards."
Monmouth Leisure Centre remains open.
MCC leader Cllr Peter Fox said: "We're obviously shocked and upset at this accident and Daniel and his family are uppermost in our thoughts.
"I wish him a speedy recovery and can assure the public that we are giving our full support to the on-going investigation into the cause of this accident.
"We have also carried out safety checks at our other leisure centres and are confident that they remain safe for public use.
"The school's headteacher and the governors have been fantastic and have worked hard to support the school through this difficult time.
"I would like to add my thanks to the emergency services for their fantastic response to this and also to our own staff who were on the scene less than a minute after the accident and carried out first aid on Daniel before the arrival of the paramedics."
