Haulage bid
A haulage operator has applied for permission to base vehicles at a site in Ross-on-Wye. 4Recycling Ltd, trading as the 4R Group, has submitted an application to use Hillcrest Garage, Whitchurch, operated by Roberts Transport (Ross Roadways), as an operating centre. The company proposes to keep two goods vehicles and two trailers at the site. Nearby landowners and occupiers who believe their use or enjoyment of land may be affected are invited to make written representations to the Traffic Commissioner.
Happy Panda
A new premises licence has been applied for at Happy Panda, located at 101 Monnow Street, Monmouth. The application, submitted by Happy Panda Ltd, seeks permission to allow regulated entertainment as well as the sale of alcohol for both on- and off-site consumption.
If approved, the licence would enable the business to operate a wider range of activities from the town-centre premises. Members of the public who wish to comment on the proposal are invited to make representations to the Licensing Section of Monmouthshire County Council.
Copies of the application are available for inspection at the council’s hubs or at County Hall in Usk by prior arrangement, and can also be viewed online via the council’s website. It is a criminal offence to make false statements in connection with a licensing application.
Estate claims invited
A legal notice has been issued regarding the estate of Bernard David Hayward, formerly of Stoneleigh, Bryngwyn, Raglan, near Usk, who died on 5 March 2026. Anyone with a claim against or an interest in the estate is required to submit written details by 23 June 2026. After that date, the estate will be distributed without regard to any further claims. Correspondence should be sent to Star Legal in Abergavenny.

In addition, notice has been given for the estate of Abraham Pritchard Powell, of 25 Wyebank Road, Tutshill, Chepstow, who died on 20 October 2025. Claims must be received by Hopkins Law of 13 Bank Street, Chepstow, by 25 June 2026. After the deadlines, the estates will be distributed based solely on claims already received.
