Monmouthshire County Council has finally confirmed the High House Farm, Bryngwyn site as the replacement venue for the Monmouth and Abergavenny cattle market.
The delays had been caused because the shooting rights covenant had been retained by the original owner when the site was purchased at auction over five years ago. These rights meant that the site was not suitable for conversion to a market.
Debra Hill-Howells, Monmouthshire County Council's estates manager, said the auctioneers will not be able to hold a market on the 10 days the rights were exercised because of the proximity of live ammunition being fired.
Shooting within such a proximity of animals would lead to stress and fear for the livestock held on the site and be dangerous to health and safety of those employed or visiting the market.
The covenant holder also only has to give 24-hour notice to shoot, which renders any advance planning impossible. If the market is called off at short notice due to a shooting request, it will lose credibility, which will inevitably result in loss of trade.
Mr Hanbury Tennyson had been offered £10,000 for the rights over the 27 acre site but the former owner refused to sell.
After months of wrangling a Compulsory Purchase Order was granted and now work can go ahead to start developing the £5million site with no fear that the shooting rights will cause an inpediment to future business.
Abergavenny & Newport Market Auctioneers Ltd, currently sited in Abergavenny, are looking forwards to their move to Bryngwyn in the next year.
They say that the market place at Abergavenny was too small, caused too much nuisance to the local town and did not lend itself to modernisation due to it's Victorian design.
Despite the rent on the new premises outside Raglan being four times that at Abergavenny they believe that a better site will encourage much more business to the area.
The new site has excellent access and is only a mile of the dual carriageway. Drivers will not have to negotiate the narrow town centre roads and larger livestock transport can be catered for.
