An ambitious bid has been formally submitted as Monmouth enters the competition for UK Town of Culture 2028.

The bid has been developed by a private consortium led by Sherren McCabe-Finlayson, Past President of Monmouth Chamber of Commerce (2019–2025), with initial support from Monmouth Town Council and Monmouth Chamber of Commerce.

The proposal positions Monmouth as a “Birthplace of Legends” — celebrating its rich heritage while delivering a bold, inclusive cultural programme designed to increase footfall, support local businesses, and strengthen community connection.

Sherren brings over 40 years of involvement in Monmouth’s cultural life, including Monmouth Festival, Carnival, Agincourt 600, and multiple roles within the Chamber. She also co-runs a 57-year-old family graphic design business, now specialising in heritage storytelling across the UK, alongside her business partner, David Evans, who has a long track record of community event involvement.

Speaking about the bid, Sherren said: “We know the competition will be strong. But after last October’s floods, it felt important to recognise what a fantastic place Monmouth is.

Our town has an incredible story spanning over 2,000 years. This proposal is about building on what already exists — expanding our cultural offer and creating new opportunities for people to take part, connect, and feel proud of where they live.”

The proposed programme includes a mix of public art, community performances, and heritage-led experiences designed to engage residents while attracting visitors from across the UK.

If shortlisted, a public presentation and open consultation will invite residents, businesses, and community groups to help shape the programme and ensure it delivers a year of activity the whole community can be proud of.

Sher added: “During my time as Chamber President, I entered the town into the UK-wide Enterprise Nation ‘Top Towns for Business’ competition, where we beat strong competition from Swansea and Newport to win the Wales regional title — and I believe Monmouth has as much chance as anyone.”

The UK Town of Culture competition, led by the Department for Culture, Media and Sport, recognises towns with strong cultural ambition and the ability to deliver meaningful impact.

The outcome of the Expression of Interest stage is expected later this year.
