So, our local MP, David Davies, is setting up an independent expenses scrutiny panel.

The panel will be made up of a four independently minded local people that on a bi-monthly (that is every two months) review his detailed expense claims. Not sure what happens if they fail to approve any of the claims?

Recent articles written by his office on this appears very reassuring that he is putting his own house in order but, as is the way with politician in these days of spin and sleaze, there's a marked difference in what they say and what they actually do!

I responded quickly when I read, on the BBC Wales website, that he was looking for volunteers to sit on this all powerful panel.

I was optimistic that, as a Managing Director in the private sector, it would hold me in good stead, especially since commercial businesses have well defined policies on expenses that the public sector could learn a great deal from.

My experience of applying to be on his panel bore no resemblance to what was stated publicly. It was a complete and utter farce!

There was no clear process defined (what information they required for each applicant, experience sought, decision criteria, timescales), no role description or terms of reference.

No answers where forthcoming to basic questions and a complete lack of transparency or process, seemingly to cover up the fact that nothing had been thought through and/or the fact that it was an ill conceived knee jerk reaction to the panic surrounding the MPs expense scandal.

In the event the panel was selected within days by David Davies himself (in spite of stating I do not intend to play any role in appointing the panelists), not an independent former local Labour candidate, as stated at the outset.

The whole process was completed quickly before myself and a close neighbour (also a Managing Director in the private sector) had the opportunity to get answers to some basic questions and submit a CV.

By the time his office issued the article to the local press on May 28th inviting people to apply, the panel had already been formed. So much for openness, transparency and fair play.
