Concerning the Shire Hall and the people who are not allowing the development of the Hall: Are they local people or incomers?

I ask the question because true Monmouth people would allow the refurbishment and re-generation of the town, which sadly has been neglected for so long.

The rear of the Shire Hall needs updating, so why don't the management company use the scaffold for maintenance work and painting of their property?

How can so few hold so many to ransom?
