Monmouth may lose its carnival and the Kymin Dash if funds cannot be raised to implement traffic management.
A sum of £5,000, needed to set up traffic diversions on the day, has to be raised in order for the events to go ahead.
These costs have been covered by police in previous years, but the service was revoked last year.
Mayor of Monmouth Jeana Hall said it would be a shame if these events were no longer held.
