LLANGYBI Monmouthshire County Councillor Fay Bromfield and Member of the Senedd Laura Anne Jones have strongly criticised the project team behind the proposed Blue Court Solar Factory following a meeting with Llangybi Community Council, held on June 23, 2025, at Lllangybi Village Hall.

Representatives from TotalEnergies, Pegasus Group Ltd and Grasshoppers Communication attended the meeting to introduce early plans for the large-scale development, which would span approximately 304 acres, the majority of which falls within Monmouthshire and the Llangybi Fawr ward.

However, key details about the project including the site’s scale and layout, traffic management plans, engagement with stakeholders, and how much electricity would directly benefit the Court Farm Water Works or surrounding communities were not provided.

Councillors and elected representatives, such as Cllr Phil Murphy who attended, expressed serious concern at the absence of clear answers, data or meaningful preparation.

Cllr Fay Bromfield said: “I was extremely disappointed by the lack of preparation shown by TotalEnergies, Pegasus Group Ltd and Grasshoppers communication.”

“This is a significant proposal, a 304-acre solar development yet they arrived without answers to even the most fundamental questions.

There was no clear information on traffic impact, no detailed site layout, no evidence of communication with key stakeholders, and no data on expected energy output particularly concerning for a site has a good proportion of north-facing land.”

Laura Anne Jones MS added: “This was a poor start. Our communities deserve clear answers, respect, and proper consultation not vague assurances and evasive responses.”

“Developers must come back with a clear, evidence- based proposal and a genuine commitment to local engagement, anything less is an insult to the people who will live with the consequences of this development.”

Further meetings and public consultation events are expected later this year, and community representatives will continue to press for transparency, meaningful engagement and full disclosure at every stage.
