Valerie Cadogan died after coming off her bike in Osbaston on Wednesday 24th April.
Police were called to Tregate Close at 2.40pm and Mrs Cadogan was taken to Bristol's Frenchay Hospital but later died after sustaining serious head injuries.
Council workers were on the scene within hours to fix a number of potholes in the area.
"After Monmouthshire County Council had been contacted by Gwent Police on Wednesday 24th April with the news that a serious accident had occurred, due to a woman cyclist allegedly hitting a pothole, instructions were given to the duty foreman to attend the site and make it safe," said a spokesman.
"The potholes were duly repaired, employing the same procedure as when a potentially serious pothole is reported by a member of the public.
"The route where the accident took place falls into a category of road inspected once every 12 months as specified in our inspection schedule.
"The route was last inspected in June 2012, when the least serious condion of potholes was recorded.
"These potholes were made safe by early August. Since that date the council has received no notification from members of the public relating to potholes at this location.
"Notification from the public is our primary source of information between regular inspections.
"Our thoughts are with the family and friends of the deceased following this tragic accident."
As the Beacon went to press, Gwent Police could not confirm whether an investigation was taking place, although the office of the Gwent coroner said officers were still making enquiries.
