Monmouthshire's waste service is set to dramatically change over 2013-14.

The changes have been brought in by the county council in an attempt to reduce the amount of waste produced by the area each week.

The changes include a soon-to-be paid for garden waste collection service and the most controversial, the adoption of clear bin bags for rubbish.

"We know that nearly 70 per cent of the waste still left in black bags is still recyclable," said MCC. "So the changes are to get these resources out of expensive environmentally unfriendly landfill and turned into cost and eco friendly recycling".

There will not be any change to other recycling services (red and purple and food collections) and they remain weekly.

The garden waste service will now come at a cost of £8 per green bag for the year. A mark will be put on the bag to show that you have paid and any additional bags, if you wish to use two at a time, will come at a charge of a further £8 each.

For the first time, householders will be issued with an annual roll of clear bags for their general rubbish and can only place out two bags per fortnight.

Monmouthshire County Council (MCC) is making every effort to ensure that residents are fully informed of the changes prior to them taking place.

The planned schedule of communication is shown below includes householders receiving an A5 flyer with their council tax, giving them a brief overview of the changes.

Between 1st and 30th June each householder in Monmouthshire will be delivered a recycling pack.

The pack will contain one roll of 26 red recycling bags, one roll of 26 purple recycling bags, one roll of 26 compostable bags and two rolls of 26 clear bags for residual waste – a year's supply.

MCC will not be enforcing or fining people for going over their two bag allowance.

If households are struggling to get their rubbish into two bags, the council aim to discuss with residents what can and cannot be recycled. If they continue to encounter problems, perhaps due to the number in the household, then some flexibility in the number of bags we collect will be allowed.
