Traders in Monmouth's 'Old Town' may be thwarted in their efforts to brighten up Church Street with bunting.Independent shops came together over the Easter weekend to hold a Spring Festival, creating a party atmosphere with street stalls, tastings and special offers.Bunting was put up to help promote the festival and attract people to the area, and is staying up as Monmouth prepares to celebrate the royal wedding this Friday (29th April).The only black cloud in an otherwise sunny Saturday sky was an officer from Monmouthshire County Council's (MCC) highways department taking photographs, not because the street looked pretty but because the bunting could breach health and safety rules.
