It appears, once again, that common sense is incredibly rare. Your front page item (10th March) highlights the lack of thought from the Monmouthshire County Council.
The frequency of overnight frost is not conducive to lasting repair work, I would have thought, and not the best circumstances to work in. So it would surely be better if the work were delayed for a few weeks longer, allowing the normal market (at the top of the hill) to come back on stream, which would solve all concerns because the marketplace would then be available for interested parties and the work could go ahead without creating problems for anyone! Or is there something I am not aware of?
