The gentleman whose wife could not claim attendance allowance for caring for her 88 year old mother should get her mother to apply for the allowance.

Given her age, her disability and care needs, she may be eligible. The money could be paid directly into her mother's bank account. Her mother could then choose who to employ to take care of her. Presumably she would choose to employ her daughter, as she is familiar with her needs.
