Children's lives are being put at risk by Monmouthshire County Council's failure to put proper road safety markings and signs outside the new school at Kymin View, parents claim.
Local firefighter Tim Ruck, who has two children attending Kymin View, said parents were angry that nothing had been done.
"This is supposed to be a flagship school for Monmouthshire," said Tim. "It's great when you get Jane Hutt come and have a photograph taken, it's all singing and dancing, lovely, and then we're left with the aftermath of it - when all the dignitaries disappear, we have trouble getting things finished."
Tim said the problem arose when the road outside the Spar Shop and Post Office was changed, taking away all the parking spaces outside the Post Office, and pushing the traffic towards the primary crossing point for the school
"This is where they put the crossing lady; it's a created a very big problem for her. She's almost been knocked down a couple of times and she's actually tendered her resignation if things are not completed very very quickly.
"The council were going to arrange for lines to be put everywhere but they've never come and done it; they sent a man out to have a look at it about three months ago but he never did anything," Tim added.
He said that Councillor Liz Hackett Pain had been very helpful and "she may be as frustrated as we are."
"I see the problems not just for Pam, our crossing lady, but children crossing over there and the last thing you would want is for someone to be knocked down,
"It's particularly dangerous now, in the winter, when the sun is so low."
Pam Willett confirmed that there had been several very near accidents.
"I've had to push myself out the way, and the children, it's just not on anymore, that's why if nothing's done by January I'll be finishing," she said.
Councillor Liz Hackett Pain told the Beacon that traffic calming measures in the form of flashing lights were set to be put in place during the Christmas break.
The hold up had been caused because the council has to submit traffic schemes for approval to the Welsh Assembly Government.
"I isn't anyone's fault, it's just one of those things which takes time to put in place. It's now all going ahead,' she said.
