Least surprising and utterly predictable consequence of the decision to charge for the removal of garden rubbish? Our house, windows open because of the heat, filled with dense smoke by our neighbour burning garden rubbish at midnight last Thursday.

So thank you Monmouthshire County Council and thank you tight-fisted, inconsiderate neighbour!
