SIR, I enclose a photograph of rubbish, which has been put outside a house in Carbonne Close, Monmouth. This rubbish has been there since Sunday; rubbish collection day is Thursday. The Council were told on Monday about the rubbish, but they have not done anything about it. What are we paying our Council Tax for? Why should we have to put up with this next door to us? A working Carbonne resident
