THE extraordinary meeting held by Llantilio Community Council to discuss a planning application for the change of use of the Halfway House at Talycoed had met legal requirements in not being open to the public, the Chairman, Cllr Chris Lewis, told the Council's December meeting.

Cllr Lewis was referring to "various utterances" from a number of members of the public that the extraordinary meeting on August 25th, at which the Council recommended approval for the change of use of the Halfway House from a public house to a private residence, had not been constitutionally convened.

The meeting also heard that the appeal regarding land adjacent to the Halfway House had been allowed subject to site conditions being satisfied.

Councillors went on to discuss a procedure for processing planning applications. It was agreed that on receipt of an application the Clerk, Mr Roy Nicholas, should send the plans to the councillor living nearest the site and the councillor in question should be responsible for returning the plans to the Clerk together with a recommendation in favour or against the application. All councillors would be informed by the Clerk that an application had been received and to whom the plans had been sent.

Councillors are currently considering a planning application for the conversion of a redundant farm building to a holiday accommodation unit adjacent to the Old Vicarage, Penrhos. The council recommended approval for a planning application for the conversion of a redundant barn to residential use (Listed Building) at Duke's Barn, Pantycolin Farm, Llanvetherine.
