SIR,
An incident reminiscent of the old 'board' days, when electricity or even water could be cut off for non-payment, without protracted negotiation or pre-payment meters.
Apparently, the Highways Department faced long difficulty in getting a large Leylandii hedge in Usk Road, Raglan, cut back voluntarily.
So, recently, the hedge was cut back, unnecessarily ruthlessly, with two policement present for some hours.
The result is an awful eyesore for about eight other residents (opposite) – not me, nor the owner.
The hedge should have been cut back to the kerb, not to the boundary wall, as cuts from about two to four inches will not re-grow.
It would be a nasty blow to the environment if councils start cutting back to boundaries.
Two wrongs don't make a right.
