Demolition work has started at Raglan services.
Plans to build a new service station on both the northbound and southbound sides of the A40 were submitted to Monmouthshire County Council late last year.
If the proposal, submitted by Euro Garages Ltd, is accepted the new services could generate 45 jobs on each site.
The company's convenience stores are all Spar-branded stores and it relies on Burger King, Greggs and Subway for its fast food outlets and Starbucks for provision of coffee.
