I see the Monmouthshire County Council website now gives details of its new rubbish collection service and I quote: "From the 1st July 2013 all household rubbish must be placed in the new grey bags provided by the council. A year's supply of the grey bags will be distributed to householders throughout June along with a detailed information pack on how to reduce waste and recycle more.

Each household can put out a maximum of two bags of household rubbish (in the grey bags) per fortnight. Rubbish in black bags will no longer be collected.

Sounds good, but does it stand up to scrutiny? What will happen if there are more than two bags at the end of the drive?

My family only put out one bag per fortnight of items we are unable to recycle. However our bag at the end of the drive is usually joined by others overnight as the drive is on a 'handy' road junction and seems to act as a communal dumping area for other households.

So what will happen when the county refuse cart does its job and refuses to collect the other bags? Are we to be penalised, or just left with the rotting rubbish of our less than considerate neighbours?

Another example of the council jumping to great ideas but failing to follow through with advice for a flawed system? For the sake of having rubbish dumped without suitable enclosing bag at the entrance to my house.
