CABINET met last Thursday (10th October) to "kick off the process of engagement" regarding the budget cuts.
Cabinet agreed that Monmouthshire County Council (MCC) have challenging times ahead and are faced with "a mountain of £23 million over the next three years."
Council leader Peter Fox said: "We are not talking about recommendations today, it's all about kicking off the engagement strategy.
"The mandates only give an initial scope of what these budgets could look like, I look forward to seeing what the public want."
Councillor Phil Murphy said: "The mandates are designed to highlight where budget savings could be made.
"It's the first process to develop short mandates, but these are not budget proposals. Further work will be required on them all."
There will be opportunities for public engagement in Monmouthshire where people can share their concerns with councillors and fellow residents.
Cllr Fox added: "The engagement evenings are how we feel we can take things forward.
"They provide a chance for focus groups, question and answer sessions and the opportunity for the majority voice to engage with us. It's vital to know what's important to the communities."
