Further to Dr Alun Jones' letter on the English/Welsh controversy, Howard Bowen was at least consistent in his views.
In the 1960s when the Monmouthshire County Councillors celebrated the opening of the first purpose built Youth Centre in the County at Monmouth they thought the proceedings were all over when the Welsh National Anthem was sung but Howard Bowen was there representing Monmouth Borough Council and he led the singing of the English National Anthem.
